Paint Shop Pro, from Jasc Software, was originally a shareware imaging program, and very popular on 'the web'. Fast loading, basic operations. A great 'text only' alternative to 'Word', where this 'Word' refers to Photoshop.
Over the years, they went much more commercial, and definitely reached an apex in their version 7. It had photo filters not then found in Photoshop, and had copied the layering, and much else then found in Photoshop. Plus it is still compatible with the old Filter Factory filters, first used by Adobe and Photoshop.
While the imaging isn't always as clean, and the filters not always so smooth, it is a matter of taste in that. And some might find PSP 7 preferable to Photoshop for all but certain operations for which they prefer the 'Photoshop feel' and adjustment.

A freeware tiling and texture program, notable not just for the relatively bright and simplistic generated 'textures', but for a built-in animation features which is quite interesting.
