This is derived from the texture called, Blocks, using Harm's/sTile.

Like 'Back Green', this is another little tile that suggests glass, and seems to provide some depth of field for the text on top. Further examples of Harm's/sTile manipulations, taken right from the recorded log file.

A few of the more frequently used hot-keys are noted. And as the Split Blur filter is used to produce the 'glass' effect, this requires at least the 2.6 version of sTile. Split Blur tends to lose the image in the background. But the combination of the sharp 'cut glass' overlayed on the blurred image seems more striking and useful than just blurring for depth of field alone. Left in an Undo and some repeated operations; was just how this was created, step by step, from the 'blocks' tile texture.
